Assigned seating changes behaviour more than most interventions

Letting students choose reproduces existing social groupings, which concentrates the students who distract each other and isolates the ones already isolated. An assigned plan breaks both patterns, and the evidence that it reduces off-task behaviour is reasonably good. It costs nothing beyond the time to make it, which is the main reason it is skipped: making one by hand for thirty students with several constraints is genuinely tedious.

Constraints are the whole difficulty

The requirements are rarely about optimisation. Two students must not sit together, one needs to be near the front, another needs a particular neighbour for support, and a fourth must be near the door. Satisfying all of them simultaneously is a constraint problem, and a plan that satisfies most of them is discarded rather than adjusted, because the teacher who set the constraints knows why each one exists.

Front rows are not neutral

Students near the front participate more and perform better, and that holds both for students who choose to sit there and, more weakly, for students placed there. Rotating the plan periodically distributes the advantage rather than fixing it, and it also prevents the plan itself becoming a visible statement about who the teacher expects to work.
