Why anyone needs blank pages

Almost always for printing. In double-sided output, a chapter that must begin on a right-hand page needs a blank inserted whenever the previous chapter ends on an odd page. Bound documents need blanks so that section breaks fall correctly across sheets. Booklet imposition requires the total page count to be a multiple of four, so up to three blanks are padded onto the end. None of these matter on screen, which is why documents that look fine digitally print wrong.

Match the page size

A blank inserted at the default Letter size into an A4 document produces a mixed-size file that printers handle unpredictably: some scale it, some switch trays, some prompt. Inserting blanks that match the dimensions of the surrounding pages avoids the whole class of problem. Check first if the source document itself has mixed page sizes, which is common in scanned and assembled files.

Positions shift as you insert

Each insertion changes the positions of every page after it. Inserting at positions 3 and 7 in one operation is unambiguous, but inserting at 3 and then separately at 7 puts the second blank one page earlier than intended, because the first insertion pushed everything down. Specify all positions in a single pass, or work from the end of the document backwards.

Truly blank, or blank with a note

A completely empty page in a printed document confuses readers, who wonder whether something failed to print. Publishing convention is to print "This page intentionally left blank", which is mildly paradoxical but genuinely useful. For internal drafts an empty page is fine.
