Learning budgets are cut because they are not measured
Training is one of the few significant business investments routinely evaluated on attendance and satisfaction scores rather than outcomes. When budgets tighten, an activity with no measured return is an easy cut regardless of its actual value. The Phillips ROI methodology, which extends Kirkpatrick's four levels with a fifth financial level, exists precisely to close that gap, and its main requirement is arithmetic rather than sophistication.
Participant time is the real cost
The invoice from the training provider is usually the smaller number. Forty people spending two days in a workshop is eighty person days of salary plus the work that did not happen, and that figure typically exceeds the course fee several times over. Any ROI calculation that omits it flatters the programme and, worse, hides the fact that a shorter course delivering eighty percent of the benefit would be a much better investment.
Isolating the effect is the honest part
The hardest question is how much of the improvement was caused by the training rather than by everything else happening at the same time. Phillips recommends an explicit isolation factor: ask participants and their managers what proportion of the change they attribute to the programme, then discount by a confidence level. Applying a fifty percent isolation factor and a seventy percent confidence level to a claimed benefit is far more credible than claiming the whole improvement, and it is what turns an advocacy number into an evaluation.

What should be included in the cost?
Design, delivery, materials, facilities and travel, plus participant salary for the time spent and the coordination overhead. Participant time is usually the largest single component and the one most often omitted.
What is an isolation factor?
The proportion of the observed improvement you attribute to the training rather than to other causes. It is normally estimated by asking participants and managers directly. Applying it, and a confidence level on top, is what makes the resulting number defensible.
What ROI is realistic for training?
Published case studies commonly report figures between 100 and 300 percent for well targeted programmes, and very high claimed figures usually indicate no isolation factor was applied. A programme that breaks even while improving retention is often worth running.
How do I value reduced turnover?
Multiply the number of retained employees by the replacement cost, commonly estimated at half to twice annual salary. Attribute only the portion the training plausibly caused, which for a development programme with a career path attached can be substantial.
When should the benefit be measured?
Long enough after the programme for behaviour to change and results to appear, typically three to six months, and against a baseline captured before it started. Measuring immediately captures enthusiasm rather than outcome.
