Difficulty is a property of the results page, not the keyword
A keyword is hard when the pages already ranking are hard to displace, which depends on their authority, their backlinks, how well they match the intent and how established they are. Nothing about the phrase itself determines this. Two keywords with identical search volume can differ enormously in difficulty depending entirely on who currently occupies the first page, which is why any estimate has to start from that page rather than from the words.
Every published difficulty score is a different scale
Each tool computes its own number from its own index using its own weighting, so a 40 in one tool is not a 40 in another and the numbers are not comparable across tools. They are all rough proxies for the same underlying question, which is whether you could realistically outrank what is there. Because they are proxies, the components matter more than the total: a page beatable on content quality but not on backlinks calls for a different plan from the reverse.
Relative difficulty is what you can actually use
The honest use of a difficulty score is ranking a list of keywords against each other and against your own site's strength, not treating any single number as a forecast. A score of 45 means little in isolation; a keyword scoring 45 when your comparable pages sit around 60 is worth attempting, and the same 45 is out of reach for a site with no authority at all. What if the results are mostly big brands?
That usually signals a query the search engine treats as needing established sources, and displacing them takes more than a better page. Look for a more specific variation of the query where the results are less dominated.
