Most ranking movement is noise

Positions fluctuate constantly through personalisation, location, device, testing and ordinary index churn. A keyword moving from 14 to 11 has probably not changed at all, and reacting to it wastes attention. Positions deep in the results move far more than positions near the top, so a three place shift at position 30 is unremarkable while the same shift at position 3 is significant. Applying a single threshold across all positions treats those two as equal, which is why ranking reports produce so many false alarms.

Weight movement by the traffic it represents

Moving from 11 to 8 gains more clicks than moving from 40 to 20, because click-through rate collapses steeply with position. A report sorted by places gained puts the 20 place jump at the top and the genuinely valuable move well below it. Sorting by estimated click change instead puts the effort where the traffic is, and it usually reorders the list substantially.

Look for patterns, not individual keywords

One keyword dropping is noise. Twenty keywords for one page dropping together means something happened to that page. Every keyword on the site moving in one direction at once means something happened to the site, or to the index. Grouping movement by page before reading it is what separates a diagnosable event from a list of unrelated fluctuations, and it is the step most ranking reports omit.
