One page per keyword is the wrong unit

Building a separate page for every keyword produces hundreds of thin pages competing with each other for near identical queries. Search engines resolved this years ago: they match a page to a topic rather than to a string, so one thorough page usually ranks for dozens of related phrasings. The practical unit of planning is therefore the cluster of related queries a single page can satisfy, not the individual keyword.

What the hub and spoke structure does

A pillar page covers the topic broadly and links to supporting pages covering each sub-topic in depth, each of which links back. This concentrates internal link equity on the pillar, which is normally the page targeting the most competitive term, while giving each specific query a page that answers it precisely. The structure also makes the site legible: a reader arriving on any spoke can see the shape of the whole topic.

Clustering by vocabulary is an approximation

Grouping keywords by the words they share is fast and gets most of the obvious cases right. It cannot see that two phrases with no words in common mean the same thing, and it cannot tell that two similar looking phrases have different intents.
