Intent decides the page type, not the keyword

The most common reason a well optimised page fails to rank is that it is the wrong kind of page. Someone searching "how to clean suede shoes" wants instructions; a product page cannot satisfy that no matter how well it targets the phrase. Someone searching "buy suede cleaner" wants to complete a purchase, and a two thousand word guide gets in their way. Matching the format to the intent matters more than any on-page optimisation, and it is decided before a word is written.

The four categories and what they need

Informational queries want an article, guide or answer. Navigational queries want a specific site and are usually branded, so competing for someone else's brand rarely pays. Commercial investigation queries, the "best" and "review" and "versus" phrases, want a comparison and are the highest value category for affiliate and lead generation work. Transactional queries want a product, pricing or signup page. Getting the format right for each is the whole exercise.

Wording is a signal, not proof

Classification from the words alone is a good first pass and it is not authoritative. A query can carry mixed intent, intent shifts with context and season, and the same phrase means different things in different industries. The definitive answer is what already ranks: if the first page is entirely product listings, the intent is transactional whatever the wording suggests.
