Manual numbering always breaks
A list typed by hand stays correct until an item is inserted or removed, and then every number after that point is wrong. In a long document this happens repeatedly, and the reader who spots two items numbered 7 loses confidence in everything around them. Renumbering by hand is tedious enough that it gets skipped, which is why the numbering in plain text documents drifts out of sequence so reliably.
Outline numbering carries structure
Legal and technical documents use hierarchical numbering, where an item numbered 3.2.1 tells you exactly where you are in the document and can be cited precisely. That property is what makes it worth the complexity: a reference to "clause 3.2.1" is unambiguous in a way that "the third bullet in the second section" is not. The alternative styles, where each level uses a different symbol set such as 1, a, i, exist because they are easier to read aloud and harder to cite.
Detecting the existing structure
Restyling a list requires working out its current structure first, which comes from the indentation of each line and any marker already present. Indentation is the more reliable signal, since the markers may be inconsistent, duplicated or missing entirely. Once the level of each line is known the markers can be discarded and regenerated in any style, which is what makes fixing a broken list straightforward rather than manual.
